Interpersonal comparisons of utility and the policy paralysis problem
نویسنده
چکیده
Several ``Paretian'' welfare rules are equivalent when policymakers know agents' characteristics, e.g., a policy is optimal if (a) any other policy making someone better o ̈ harms some agent, or (b) it is the maximum of some social welfare function. This paper extends these and other rules to environments where policymakers have a probability distribution over a state space of possible models. Under weak conditions, rule (a), which postulates ex ante preferences for agents, recommends some change from almost every status quo policy. Unfortunately, (a) requires a demanding form of interpersonal welfare comparability. Rule (b) labels all policies optimal if the state space obeys a weak diversity condition. Since the probabilities of states are irrelevant for this result, only a small perturbation of a model with no uncertainty generates policy paralysis.

Interpersonal Comparisons of Utility Indeterminate ?
On the orthodox view in economics, interpersonal comparisons of utility are not empirically meaningful, and "hence" impossible. To reassess this view, this paper draws on the parallels between the problem of interpersonal comparisons of utility and the problem of translation of linguistic meaning, as explored by Quine. I discuss several cases of what the empirical evidence for interpersonal com...

متن کاملPolicy discrimination with and without interpersonal comparisons of utility
Can the Pareto criterion guide policymakers who do not know the true model of the economy? If policymakers specify ex ante preferences for agents, then Pareto improvements from a distorted status quo are usually possible, and with more commodities than states, one can implement almost every Pareto optimum. Unlike the standard second welfare theorem, planners cannot dictate allocations: agents m...
متن کاملInterpersonal comparisons of utility for 2 of 3 types of people
This article argues that there is a natural solution to carry out interpersonal comparisons of utility when the theory of gambles is supplemented with a group operation of joint receipts. If so, three types of people can exist, and the two types having multiplicative representations of joint receipt have, in contrast to most utility theories, absolute scales of utility. This makes possible, at ...
متن کاملThe Adaptation Problem , Evolution and Normative Economics
Amartya Sen has advanced a number of distinct arguments against utilitarianism and ‘utility’-based views more generally. One of these invokes various ways in which underdogs can ‘adapt’ and learn to live with their situations. Sen’s argument is related to Jon Elster’s discussion of ‘adaptive preferences’ but is distinct in part because Sen cites the need for underdogs to survive. When read in c...
